Good morning, friends. It has been too long since the last Dispatch, and the AI buildout spent the gap borrowing. A bond chart rattled Oracle, a data center operator lost 40% in a day and a string of big listings got pulled. So today asks a plain question: who stands behind the AI service you pay for?

| Lead Story
A CoreWeave bond scare reached Oracle and Dell
A chart of CoreWeave's bond yields went viral on October 14. By the close Oracle was down 8.8% and Dell about 11.3%, though neither company is CoreWeave. A hot inflation report landed the same day, so the chart was not the only pressure. Reuters then reported that listings for AirTrunk's REIT, Firmus and SB Energy had been pulled or paused within a week.
The Signal — Your AI vendor may rent its chips from a neocloud like CoreWeave, and nothing in your contract says so. The risk is the price of borrowed money, not weak demand. We found no report of a customer losing service, but only your vendor can tell you how exposed it is. What to watch: Ask your vendor four things in writing. Who runs the chips? Where could your workload move? What credits do you get, and how fast could you leave? Then watch whether more data center listings get pulled while borrowing stays expensive.

Survey: enterprises say 28% of software budgets go to changes they did not choose →
Enterprises spend on average 28% of their software budgets on unwanted upgrades, migrations and licensing changes, and 95% say they paid for a vendor-driven change in the past three years that they believed would reduce value. The source is Origina's "The Software Tax" report, a survey of 2,018 senior IT decision-makers in the US and UK run by Censuswide. Origina sells independent software maintenance, so it benefits from this framing. The finding fits this week's story: Reuters reports 80% of respondents say leaving a major vendor would significantly disrupt their business. The 95% figure measures what leaders believed at the time, not what happened after. What the survey does not answer is how much of the 28% was avoidable. The report's one practical idea, settling exit terms before you sign, is sound whoever paid for the survey.
